Grants.gov
The U.S. Department of Health and Human Services (DHHS) is the lead agency in the Inter-Agency Electronic Grants Committee (IAEGC) plan to consolidate, streamline, and simplify grant processes and management across many federal agencies with the E-Grants initiative" (in progress).

The goal of the initiative is to simplify the grants management process and create a centralized, online process to find, apply, and manage hundreds of grant programs from the twenty-six Federal grant-making agencies under Grants.gov. The collaborating departments include: Health and Human Services, Defense, Homeland Security, Agriculture, Education, Justice, and the National Science Foundation.

Federal Register - to view proposed and final rules, grant applications, and notices, announcements. For example, try search term "NOFA" (for "Notices of Funding Availability").
